Comment RE: Cameco Corporation Proposed Port Hope Conversion Facility Vision 2010 Project

Dear Mr. Leblanc: Please find enclosed Lake Ontario Waterkeeper's comments on the above-mentioned matter. These comments are being sent in response to the Notice of Public Hearing dated August 1, 2008, reference #2008-H-14. Lake Ontario Waterkeeper wishes to intervene by written submission and to present these comments orally to the Commission at the public hearing on October 8, 2008.

Summary of Recommendations

 

 

  1. That the process proceed as a comprehensive study with the understanding that a panel review or mediator may be required in the future.

  2. That the remediation goals reflect the best possible outcomes for the environment and human health, rather than baseline standards related to existing or ongoing contamination from other sources.

  3. That the EA include a thorough consideration of the best possible remediation techniques, including mitigation of the adverse short-term effects associated with dredging.

  4. That the highest level of transparency and communication be applied to the process, especially concerning the contamination that is currently impeding Cameco's operations in Port Hope, and that this contamination be included in the description of current environmental conditions in the EA.

  5. That complete and thorough hydrogeology and biological studies be completed as part of the EA process in order to a) document the existing site conditions, and b) facilitate the choice of the best possible remediation techniques and technology for this specific site.
