Comments Re: FarmTech Energy Corporation's Proposal to Develop an Ethanol Facility in Oshawa

Please find enclosed Lake Ontario Waterkeeper's comments on the above-mentioned matter.

In light of the above commentary, Lake Ontario Waterkeeper submits the following recommendations:

1. That the Ministry of the Environment deny FarmTech's Certificate of Approval application or defer the matter until final decisions have been made regarding the land use application under the Planning Act and the environmental assessment under the Canadian Environmental Assessment Act; and

2. That the Ministry of the Environment confirm that, in the event the Planning Act and Canadian Environmental Assessment Act approvals are obtained, the public will have an opportunity to review and comment on FarmTech's air emissions application pursuant to the Environmental Bill of Rights process at that time.
